Traffic Stop Leads to Arrest and Seizure of Narcotics

On January 13, 2025, Sergeant Christian Smith of the Parsons Police Department conducted a traffic stop on a gold Suzuki XL-7 in the 1500 block of South 25th Street. During the stop, Sgt. Smith identified the driver as operating without a valid driver's license and recognized the passenger as Troy Kellogg, an individual with active felony warrants.

Given Kellogg's known tendencies to flee, Sgt. Smith took swift action to mitigate any risk, successfully placing him into custody without incident. During the encounter, Sgt. Smith observed Kellogg attempting to conceal narcotics, prompting a search of the vehicle.

The search revealed various substances, including a white crystalline substance presumptively positive for methamphetamine, a green leafy substance presumptively positive for marijuana, and other narcotics suspected to be Oxycodone, Morphine, Alprazolam, and Cyclobenzaprine. All substances have been sent to the Kansas Bureau of Investigation (KBI) Crime Lab for confirmation.

Kellogg was arrested and charged with Possession of Controlled Substances and Possession of Drug Paraphernalia, along with active warrants for Felony Bond Revocation out of Delaware County, Oklahoma, and a Parole Violation warrant from the Kansas Department of Corrections. He was transported to the Parsons Lock-Up, and the charges are being forwarded to the Labette County Attorney's Office for review and formal filing. The driver of the vehicle is also facing charges for multiple traffic violations.

Parsons Police Chief Robert Spinks commended Sgt. Smith's efforts, stating, "This incident highlights the vigilance and professionalism of our officers in keeping Parsons safe. Sgt. Smith's swift and decisive actions not only brought a wanted felon to justice but also removed dangerous narcotics from our streets. Our department remains committed to protecting our community and ensuring accountability for those who violate the law."
